Oneida Environmental Resource Board
Purpose
Through its establishment, the ERB was delegated authority to supervise and regulate the Nation’s conservation resources and the environment of the Oneida Reservation.
- The ERB shall be responsible for the oversight, compliance, and/or development of conservation and environmental laws, practices and/or policies for the Oneida Nation that relate to including, but not be limited to:
(1) hunting and fishing; (2) conservation, reforestation, parks/wildlife, and recreation; (3) environmental protection and improvement; (5) community education; and (6) enforcement.
- The ERB shall monitor environmental problems on the Oneida Reservation.
- The ERB shall carry out all other powers and/or duties delegated through the laws, policies, rules and resolutions of the Nation, including, but not limited to, the Hunting, Fishing and Trapping law; the Water Resources law; the All-Terrain Vehicle law; the Well Abandonment law; the Public Use of Tribal Land law; and the Domestic Animals law.

Qualifications
Members of the ERB shall meet the following qualifications:
- Be an enrolled member of the Nation;
- Be a resident of Brown or Outagamie County;
- Be 18 years of age or older;
- Unless pardoned under the Nation’s Pardon and Forgiveness law, not have a felony on his or her record;
- Applicants that possess a degree in either environmental sciences or environmental law/policy; have sportsmen’s experience and/or have a back-ground in Oneida culture shall be given preference; and
- Not be employed by the Oneida Environmental, Health, Safety, and Land Division.

Oneida Nation Arts Board
Purpose
Purpose. The Board was established to assist in the promotion of a community that embraces art as a pathway to sovereignty, where traditional and contemporary arts are woven into the fabric of everyday life and embolden a sense of belonging. The Board was further established to provide advisory guidance and support to the Oneida Nation Arts Program (“ONAP”), and to oversee the Dollars for Arts Project (“DAP”) in accordance with the DAP Law.

- A majority shall be enrolled members of the Oneida Nation;
- Be at least eighteen (18) years of age;
- Have an interest and/or experience in the arts, marketing, business, government or nonprofit management; and
- Shall not be an employee of the Oneida Nation Arts Program as of the date of application for Board membership.

Oneida Nation Veterans Affairs Committee
Purpose
The purpose of the Veterans Affairs Committee is to serve as an advisory body to the Oneida Veterans Service Office (“Office”) in all matters relating to Oneida Nation Veterans’ rights and benefits and veterans’ affairs issues, and to protect the honor and integrity of the Oneida Nation and all veterans who served honorably in the United States Uniformed Services. Among other services, the Veterans Affairs Committee is to provide advice and constructive input to the Oneida Veterans Service Office Director on all veterans’ affairs issues so that the Office can formulate veterans’ services and programs; and to coordinate veterans’ events with the Office and veterans’ organizations that are representatives of Oneida Veterans and the Oneida Nation.
The powers of the Veterans Affairs Committee are advisory, with duties that include, but are not limited to, the following:
- Supporting the Oneida Veterans Service Office and the Oneida Nation.
- Being responsible to the Oneida Business Committee, all Oneida Nation Veterans and their families, and the Oneida Community.
- Supporting the Office in the provision and coordination of all veterans services to the Oneida Community and as requested by local, state, federal, other tribal activities and/or events and veterans associations, such as the Color/Honor Guard, funerals, parades, school visits and presentations.
- The ONVAC is the official Color Guard of the Oneida Nation. The ONVAC may appoint other endorsed or approved veterans or veteran groups in order to fulfill any Oneida Nation requests. This duty may be delegated to the Oneida Veterans Service Officer who also has direct contact with Oneida Veterans and the active veterans’ organization.
(A) Designate Representatives. The ONVAC and the Oneida Veterans Service Office Director shall verify the authenticity of groups or individuals who wish to represent Oneida Nation Veterans.
- The ONVAC shall be the screening body for individual veterans or veteran groups who are requesting funds from the Oneida Nation for various reasons such as: (1) to alleviate a financial hardship; (2) to provide a veterans service or event, such as the Veterans Pow-Wow, a seminar, training or a conference; and
(3) to attend a veterans related project, event, training, seminar, and/or some other activity, such as a military reunion.
- Responding to and acting upon any other delegated authority established through the laws, policies, rules and resolutions of the Oneida Nation.

Qualifications
- Be an enrolled member of the Oneida Nation.
- Be a resident of Brown or Outagamie County, Wisconsin.
- Have served on and Honorably Discharged (Form DD-214 Required) from Active Duty in the United States Uniformed Services (Army, Navy, Air Force, Marines, Coast Guard, Public Health Service or National Oceanic and Atmospheric Administration).
(A) Active Duty is defined as having served one hundred and eighty-one (181) days or more of continuous active duty unless discharged early, with less than one hundred and eighty-one (181) days of active duty, because of a service connected disability.
- Have served as a member of the Selected Reserve and completed at least six (6) years in the Reserves or the National Guard or was discharged early because of a service-connected disability.
- Be a citizen in good standing in the Oneida Community.

Purpose
The OPC was created by the General Tribal Council to represent the Oneida community-at-large in the selection of the Nation’s employees and to shield those employees from inconsistent and unfair treatment.

- Have a minimum of two (2) years supervisory experience along with hiring experience, an Associate Degree, or equivalent experience or education.

Qualifications for Membership
Board members shall meet the following qualifications:
- Must be an enrolled member of the Oneida Nation.
- Must be twenty-five (25) years of age or older.
- Must submit to a complete background investigation. The following would disqualify any person from serving on the Oneida Police Commission:
- A felony conviction in the State of Wisconsin or any conviction of a crime in another state that would be considered a felony conviction if the offense and adjudication occurred in the State of Wisconsin
- A felony arrest which results in a misdemeanor conviction due to a plea arrangement
- A conviction of any ordinance violation that could bring discredit to the Police Commission, including but not limited to:
- Domestic Abuse; or
- Child Abuse
- Any pardon issued by the Nation or the governor of any state for an offense specified above shall not deem a person as “exonerated” for the purposes of membership on the Police Commission.
- Must submit to drug testing prior to appointment and on an annual basis.
- Must not be an employee of the Oneida Police Department or have been terminated from the Oneida Police Department.
- Must be a person of known good standing in the community.

Pardon and Forgiveness Screening Committee
Purpose
The purpose of the PFSC is to provide a fair, efficient and formal process for considering requests for a pardon or forgiveness by:
- Promulgating internal standard operating procedures necessary to govern its proceedings;
- Reviewing and processing applications for a pardon or forgiveness in an orderly and expeditious manner;
- Reviewing an applicant’s background investigation report received from the Oneida Human Resources Department;
- Conducting and presiding over hearings to obtain a pardon or forgiveness from the Nation;
- Providing formal, written recommendations to the Oneida Business Committee to approve or deny a pardon or forgiveness application;
- Taking other actions reasonably related to the purpose of the PFSC; and
- Carrying out all other powers and duties delegated by the laws of the Nation, including, but not limited to, the Pardon and Forgiveness law.

Pardon Forgiveness Screening Committee Community-at-Large members shall meet the following qualifications:
- The PFSC member/alternate representatives from the community-at-large shall:
- Be enrolled members of the Oneida Nation;
- Reside in Brown or Outagamie County;
- For one (1) member and one (1) alternate, be at least twenty-five (25) years of age, and for the other one (1) member and one (1) alternate, be an elder of fifty-five (55) years of age or older; and
- Pass a background check.

Southeastern WI Oneida Tribal Services Advisory Board
Purpose
The purpose of the Board is to provide advice and constructive input to the Southeastern Wisconsin Oneida Tribal Services (SEOTS) Director working in partnership to formulate social services programs for the Oneida people residing in Southeastern Wisconsin by, including, but not limited to:
- Acting as an ambassador for the SEOTS program by promoting its mission whenever possible;
- Reviewing the SEOTS program’s budget;
- Guiding and advising the SEOTS administration;
- Adhering to the appropriate chain of command in any all relative communications with the Oneida Business Committee; and
- Carrying out all other powers and/or duties delegated to SEOTS by the laws and/or policies of the Nation.
